OpenAI Hits Pause on UK "Stargate" Project

OpenAI has officially put its ambitious UK infrastructure project, dubbed “Stargate,” on hold. Originally announced in September in partnership with Nvidia and Nscale, the major AI rollout has been sidelined due to concerns over high operating costs and shifting laws.

Politico first broke the news on Wednesday, which OpenAI has since confirmed. While the project is paused, sources say OpenAI and Nscale are still keeping the door open for future discussions.

Why the Project is Stalling

  • Sky-High Energy Costs: The UK currently has some of the highest industrial energy prices in the world. Industry critics have repeatedly pointed out that expensive electricity and delays in connecting to the national power grid are massive roadblocks for building AI infrastructure.
  • Copyright Pushback: The UK government recently walked back plans to relax copyright rules for AI companies. Originally, proposed changes would have made it easier for AI to train on media content, but fierce pushback from the creative industry—who feared their work would be used without compensation—forced lawmakers to scrap the idea.

What Was Stargate UK? Stargate was intended to be a massive driver for the UK’s overall AI strategy, following a July 2025 agreement between OpenAI and the UK government.

  • The Hardware: The project aimed to deploy up to 8,000 GPUs by the first quarter of 2026, with plans to eventually scale up to 31,000 GPUs.
  • The Goal: It would have provided local computing power to run AI models for specialized, highly regulated sectors like finance, national security, and critical public services.
  • The Location: It was expected to span multiple sites, including Cobalt Park in the North East’s new AI Growth Zone.

Looking Ahead Despite the setback, OpenAI isn’t walking away from the UK entirely. An OpenAI spokesperson stated that they will move forward with Stargate only when “the right conditions such as regulation and the cost of energy enable long-term infrastructure investment.”

In the meantime, the company emphasized that it still sees immense potential in the UK. “London is home to our largest international research hub, and we support the Government’s ambition to be an AI leader,” the spokesperson noted, adding that OpenAI will continue to invest in local talent and deliver on its promises to bring frontier AI to UK public services.
